Quebec’s overhaul of the municipal taxation act dividing home owners and housing advocates

Quebec wants to give more powers to municipalities to counter the housing crisis. Bill 39, the government’s overhaul of the municipal taxation act aims to modify provisions that will give cities more means to collect taxes, including a proposal to further tax owners of vacant homes and lots. As Gloria Henriquez reports, the proposal is dividing owners and housing advocates.
