The Quebec government will be naming a youth commissioner to better oversee and promote children’s rights in the province. Social Services Minister Lionel Carmant tabled a bill creating the position on Thursday in response to one of the dozens of recommendations that came out of the Laurent commission Report outlining major failures in Quebec’s youth protection system.
