Charges will be considered against and RCMP officer who shot and killed a man outside the Surrey detachment last year. John Hua has more – Oct 21, 2016

The 20-year-old was shot after an altercation outside the Surrey RCMP station in July 2015.

The IIO, which investigates officer-related incidents of death or serious harm, forwards its report so charges can be considered, it does not make a recommendation on whether charges should be approved.

The Criminal Justice Branch has jurisdiction over the charge assessment and approval process.

A vigil was held on the one-year anniversary of Brooks’ death. His mother Jennifer spoke to the media and said her son was “such a peaceful boy.”

“I still can’t believe this happened to him,” she said.
