New Surrey Mayor Brenda Locke is fulfilling her campaign promise about stopping the transition to the Surrey Police Service from the RCMP. City council will vote on it at the regularly scheduled meeting. The Surrey Police Service Board says it will cost $188.5 million to reverse the transition. Catherine Urquhart reports.
