Two VPD officers who handcuffed and detained an Indigenous man and his 12-year-old granddaughter in December 2020 will face disciplinary proceedings under the Police Act. The girl was trying to open a bank account when police were called. As Catherine Urquhart reports, the officers face an allegation of misconduct.
