Toronto budget planners looking for funding commitments to manage $1.6B losses

Toronto’s budget process is beginning with a massive financial hole that needs to be plugged. The City can’t run a deficit and the pandemic has cost it more than $1.5 billion. Some things in the budget will be familiar, such as a property tax increase. Matthew Bingley reports.
