Democrats are proposing a new bill to help the more than 800-thousand federal workers affected by the government shutdown. Called the Federal Employee Civil Relief Act, Senate Minority Leader Chuck Schumer said on Sunday that the bill is designed to protect workers from such hardships like losing their homes or possessions, or having their credit standing damaged.
