An eight per cent rebate on electricity bills will go into effect Jan. 1, 2017, with an estimated saving of $130 a year for the average Ontario household. But critics say the tax break will do little in the long run and the Liberals were warned in 2012 not to implement an across the board hydro rebate. Alan Carter has more.
