A cease-fire brokered by Russia two weeks ago stipulated that Armenia hand over control to Azerbaijan of some areas its holds outside Nagorno-Karabakh's borders.

Shushi's position just 10 kilometres from the regional capital of Stepanakert gives strategic advantage to whoever holds it. The city also lies along the main road connecting Stepanakert with Armenia.
