A proposed bylaw that would make sidewalk snow removal mandatory for Regina residents was rejected by city council on Monday night.

Councillors Andrew Stevens and Lori Bresciani brought the motion forward.

The bylaw would enable the city to issue warnings or fines to residents who don’t clear their sidewalk within 48-hours of a snowfall.

It would also enable the city to hire private contractors to clear the snow, and then bill you for it.

Stevens says he receives frequent complaints from residents who say their neighbor’s don’t clear their sidewalks, which creates hazards for people with mobility challenges.

Several delegations spoke in support of the motion on Monday night, including representatives from the Canadian Institute for the Blind, Saskatchewan Seniors Mechanism, the Heritage Community Association and Regina Local CUPW.

Several councillors voiced concerns over how the bylaw would be enforced.

The motion was defeated in a 7-to-4 vote.
