New Peterborough County CAO Troy Speck touts teamwork, employee development

He was the chief administrative officer for Elliot Lake before moving to southern Ontario where he managed a 300-person department and served as CAO for the Town of The Blue Mountains.

Now, Troy Speck will assume the duties of CAO – County of Peterborough Sept. 25.

Earlier this year, current CAO Gary King announced he would retire on December 31, 2017. King spent 13 years of his 35-year municipal career as the CAO and deputy clerk of the county.

“We are confident that Troy will be an effective leader in delivering on the County’s strategic vision and mission for the residents that we serve,” stated County Warden, Joe Taylor, adding that the search process to replace King drew more than 100 applications.

Speck’s name was in the media in four years ago, when he testified at the inquiry into the 2012 Elliot Lake mall collapse in which two people died.

The commission was examining documents to determine if council or staff knew of any breaches in the integrity of the structure prior to the collapse — even years prior.

Speck told the commission that personnel had held private meetings at the request of the mayor to discuss community matters including a potential leak in the Elliot Lake library (which was located in the mall.) Speck revealed that the public had not been invited to attend these meetings.

During his tenure in the City of Elliot Lake in the early 2000s, Speck led the transition of the City’s policing service from a municipal force to the OPP, aided in the establishment of the first new residential waterfront development program in the area, and helped annual business plans to link resources to the goals of the strategic plan.

In his current role, he has led The Blue Mountains through long-term growth plans, management team development, organization restructuring, policy renewal and review, community economic development, and strategic planning.

In addition, Speck was elected to two terms as councillor and deputy mayor in Elliot Lake.

A media release issued by the county Aug. 18 states Speck “is keen on partnership and relationship development, has a strong commitment to teamwork and employee development, and is known as being an analytical thinker whose decisions are well-crafted, defendable and fair, and brings well-developed negotiation skills to the various tables at which he sits.”

He has a Bachelor of Arts and a Bachelor of Laws (LL.B.) from the University of Western Ontario and is pursuing the Master of Public Administration program with the University of Western Ontario.
