Fanned by strong winds, the fire quickly spread out of control with the flames scorching 14 hectares of brush before being extinguished by the Forest Service and Osoyoos Fire Department.
Residents of six nearby homes had to be evacuated.
Fences and power poles were scorched but no structures were damaged.
Bromley pleaded guilty to lighting fuel against a restriction under the Wildfire Act.
He was fined $5,000 and also has to pay a $750 Victim Surcharge Fee.
