Two lanes of Plessis Underpass now open

WINNIPEG — Winnipeggers have been waiting for months for the Plessis Underpass to finally become operational. Now, more than a year after it was originally slated for completion, the first cars have officially used the roadway.

As of noon Saturday, drivers are able to take the new underpass between Dugald Road and Kernaghan Avenue.

The other two lanes are now set to open by September 30, 2016.

At one point the city thought the project could be finished by September 2015 but delays caused the completion date to be moved back. The project was originally supposed to be finished by 2014. The final completion date is now set for March 31, 2017, according the the City of Winnipeg’s website.

The project was originally given a budget of $77-million project. The underpass is now slated to go $8.4 million over-budget.

Other components of the project will include:

  • Land drainage system improvements.
  • Active Transportation facilities.
  • Roadway improvements on Plessis Road, upgrading from two lanes to four lanes divided, between Dugald Road and Pandora Avenue.
  • Relocation of utilities, including watermains, sewers, fibre optic cables, gas mains, distribution poles, street lights and electrical lines.
  • Relocation of oil pipelines.
