A man is on a mission to make his mark in the medical marijuana world by opening three cannabis clinics in the Montreal area. But it's an operation the Quebec College of Physicians is calling illegal.

One year in, the Quebec Cannabis Registry has fewer participants than expected, largely due to the amount of work it requires for medical professionals and patients. But those involved say the registry is working.
