WINNIPEG – Traffic on Pembina Highway has been reduced to one lane near Jubilee due to flooding.
Rain Wednesday morning quickly filled the Jubilee underpass with more than 12 inches of water.
Pictures show water up to the bumpers in some parts.
Traffic is moving slowly and is backed up for several blocks in both directions.
