City council sought taxpayer approval to borrow $10.5-million through the alternate approval process but by early May, enough signatures were gathered to scuttle that effort and trigger a referendum.

By law, that city-wide vote had to be done within 80 days, putting it right in the middle of the summer.

It asked the province for an extension to that deadline, but has been denied by Victoria.
