Toronto police have released a security image of a suspect wanted in connection to a fraud investigation involving the purchase of vodka bottles which were then allegedly returned with water inside.

Police say the man in the photograph is responsible for buying bottles of vodka at numerous LCBO locations from last December to January, filling them with water and returning the items for a refund.

Officials at the LCBO say the suspect made another attempt in February but was declined.

The LCBO recently changed its return policy in light of the fraud scheme.

The new rules state that all liquor products sold in plastic bottles and later returned will no longer be offered for resale.

The suspect is described as white, 6’0″ tall, with short brown hair, facial hair and wearing sport sunglasses.
