HALIFAX – Nova Scotia is promising to bring in legislation this spring to increase the financial accountability of universities, with Advanced Education Minister Kelly Regan saying they can do a better job of controlling their costs.

Regan says the new law would be aimed at giving the government a clearer picture of the books of the 10 institutions.

The announcement Tuesday comes after a consultation period that shows the schools want to set their own tuition levels without any caps, while student groups are calling for a tuition freeze.

Regan says the budget this spring will try to balance these views.

The government is also changing the debt cap under a program that forgives student loans.

Under some circumstances depending on how long it takes to complete their course of study, undergraduate students could have their entire provincial loan forgiven, which could save up to $15,000.
