Stalker released from Alberta jail expected to live in Winnipeg

WINNIPEG – A man who has repeatedly stalked young Winnipeg women is being released from an Alberta prison Wednesday.

Brett Russell Jeffrey Pilch, 49, is expected to return to Winnipeg after he’s released from the Bowden Institution in Innisfail, Alta.

Pilch has a history of sexual offences, usually against young adult women, and despite attending sexual offender treatment, he’s considered at high risk to reoffend, the Manitoba Integrated High Risk Offender Unit warned in a news release Wednesday.

Adult women and older girls are at risk of sexual harassment and possible physical sexual violence, the news release said.

Pilch is five-foot-seven with brown, graying hair and blue eyes. He weighs about 150 pounds.

His past offences have included multiple instances of harassing women with phone calls and on the street. His victims are women and teens with whom he has no prior relationship.

Pilch’s most recent offences were for breach of his probation orders on Jan. 2, 2013. He sat beside and then followed a 14-year-old girl in a park, making inappropriate comments, police said. Shortly after midnight the following day, he went to an alley behind her home.

Pilch served his full sentence and is being released on the condition that he:

  • not contact or communicate with any sex-trade worker;
  • not attend any establishment featuring strippers;
  • not possess pornography
  • not possess, operate, control or access any computer or Internet amenities, except as allowed by probation services;
  • not own or possess any type of telephone under his own name except as allowed by probation services;
  • not call women or girls at private residences whom he doesn’t know previously;
  • not have contact with or be in the presence of any girl under 18 years old except for unavoidable encounters in public places, or in the company of an adult and approved in writing in advance by probation services;
  • attend, complete and follow the rules of any assessment, treatment, counseling and/or community programming as directed by his probation officer;
  • not possess weapons; and
  • observe a curfew from 11 p.m. to 7 a.m. except for emergencies or when given special permission in writing in advance by his probation officer.
