Size matters when it comes to budget surpluses — especially going into an election year.

Finance Minister Joe Oliver is delivering the Harper government’s fall fiscal and economic update Wednesday afternoon.

He has been hinting the government will still manage to balance the books in next year’s budget, despite plunging oil prices, the struggling global economy and the cost of its multi-billion-dollar initiatives for families with children.
