GRAND FORKS – A man who tried to burn down the City Hall building in Grand Forks has now admitted his guilt.
The 5:00 a.m. fire last September followed an explosion in the lobby of the historic building.
About an hour later, after interviewing several people, police approached a man who was watching the blaze and brought him in for questioning.
Andre Robert Conn, 32, has pleaded guilty to arson damaging property.
The judge ordered a Pre-Sentence Report be prepared before Conn returns to court in October for disposition of the case.
There was flame and smoke damage but the 102 year old brick building was not structurally damaged.
