WINNIPEG – A special warrant was issued Friday by Manitoba Finance to allow the province to spend an additional $100 million for immediate emergency expenditure requirements resulting from the 2014 summer flood. Parts of western Manitoba and the Interlake region saw significant damage after intense rainfall and rising water levels at the end of June.
