Cloverdale is known as the historic centre of Surrey, but residents say they feel ignored and abandoned by the city.
Three years ago, Cloverdale plaza mall was torn down to make way for a new development by the Surrey City Development Corporation.
The plan is to build mixed business and residential units, but nothing has been done. The sidewalk remains torn up and the site is cluttered with concrete, and trash is being dumped.
The development corporation says the holdup is contamination from a former dry-cleaning business at the old mall.
Businesses nearby say the unfinished site is an eyesore and is hurting their bottom line.
