KELOWNA — It appears the Kelowna Crime Prevention Association was itself the victim of a crime.
RCMP began a fraud investigation after it was discovered $17,966 was missing from the association’s bank account.
According to information police provided to a judge to obtain a search warrant, the KCPA’s former volunteer treasurer is accused of writing 36 unauthorized cheques in 2012 and depositing the money into her own bank accounts.
When confronted, Elizabeth Wagstaff allegedly confessed, saying she had gambled away the funds at the Kelowna casino, saying: “It’s amazing how much money you can go through.”
RCMP recommended Wagstaff be charged, but after reviewing the investigation file, Crown Counsel declined to do so.
The loss of the money was fatal to the KCPA which subsequently dissolved its operations and no longer exists.
